Quantum GIS (QGIS) is a user friendly Open Source GIS that runs on Linux, Unix, Mac OSX, and Windows.

It's written in C and uses libraries from Python, OGR, GDAL and PROJ. Can work with PostGIS and reads and writes DXF as well as Shapefiles and all those formats supported by OGR.
